Margo Gray-Proctor, President

As President for Horizon Engineering Services Co., Margo consults with Tribes on transportation planning, gaming/casino developments, project management, environmental issues, and master planning during all phases of project development; including conceptual, preliminary and final design, bidding and negotiations and construction. Margo also coordinates and monitors the tracking of each project phase while also coordinating between the Tribe/Owner and Design Team.

Margo oversees daily operations and departments of the company. She is a hands-on leader and works with each department head from the engineering, finance, HR, and marketing departments.

Carl Cannizzaro, P.E., Secretary/Treasurer

Carl Cannizzaro, P.E., Secretary/Treasurer

Carl provides oversight on planning, design, and construction of all projects. He also assists with project tracking and cost control. Carl provides total management of projects. He serves as the primary point of contact and interacts with clients on contract and technical matters. His responsibilities include compliance overview of work scope, scheduling, budgeting, construction safety planning, construction quality control, coordinating construction meetings, and subcontractor management.

Derek Garvin, P.E., Sr. Civil Engineer

Derek Gavin, P.E., Senior Engineer

Derek analyzes reports, maps, drawings, aerials, and other topographical or geologic data to plan projects as well as computing load and grade requirements, water flow rates, and material stress factors to determine design specifications. He prepares and/or presents public reports such as bid proposals, deeds, environmental impact statements, and property and right-of-way descriptions.

Michael Ling, P.E., Project Engineer

Michael Ling, P.E., Project Engineer

Michael is a professional engineer with twenty years of experience in designing natural gas pipelines, storm water/sanitary sewers, flood plain development, and construction management for municipal, private, and military settings. Michael has 25 years experience in the Oklahoma Air National Guard and has retired at the rank of Major. He gained experience in Air Field Design and Emergency Repair projects while working on foreign and domestic runways.

Robert Anquoe, Project Manager

Robert assists the Senior Engineer in achieving the overall strategic objectives. Robert is responsible for project management, project delivery, and total quality management. He assists in maintaining a highly competent, well trained, and motivated staff and works to ensure that the company maintains a leadership role in the industry, that they always employ the most current best practices, and that they are strategically positioned to grow and retain competitive advantage. Robert has a high degree of client interaction, both internal and external, noting any potential business development opportunities.

Byron Labadie, Construction Inspector (Osage Tribal Member)

Byron Labadie, Construction Inspector

Byron inspects and oversees the overall construction of projects. Additional tasks include: Measuring distances to verify accuracy of dimensions; observe work in progress to ensure that procedures and materials used conform to specifications; prepare samples of unapproved materials for laboratory testing; approve installations; interpret blue prints and specifications; discuss deviations from specified construction procedures to ensure compliance with regulations; records quantities of materials received or used during specified periods; maintains a daily log; computes monthly estimates of work; and prepares sketches of construction installations that deviate from blueprints and reports such changes for incorporation on master blueprints.

Jerry Atkinson, AutoCAD Technician (Choctaw Tribal Member)

Jerry Atkinson

Jerry reports to the Project Engineer, uses CAD, database and GPS programs to capture, create, update, and maintain as-built facilities data. He can perform data capture from inspector notes, field mark-ups, digital redlines, and GPS tools. Jerry works to verify the accuracy and completeness of as-built project data. Populate and update facilities databases. Creates as-built drawings and other products for a wide variety of customers. He creates maps, drawings, and designs such as site plans, grading and drainage plans, pump and piping plans, and conceptual route maps for construction projects.

Rick Landers, Government Marketing Manager (Peoria Tribal Member)

Responsible for searching and preparing materials for government proposals. Establishing relationships with corporate companies, tribal 8(a) businesses, tribal governments, and other minority businesses.
