Margo Gray-Proctor and Carl Cannizzaro, Principals
Margo Gray-Proctor and Carl Cannizzaro, the principals in the firm, have broad experience in municipal related work from the very basic design capabilities to the wide perspective of project management. Their experience in the administration of public contracts and financing of public facilities allows them to fully appreciate the interface which must take place between City departments and operations.
During Carl’s period of employment with the City of Tulsa, he oversaw in excess of $200,000,000.00 worth of improvements to the City’s street and drainage systems and to both of the City’s airports. Carl worked closely with Federal and State agencies to obtain more than $50 Million in construction and planning grants for the City of Tulsa. With the Tulsa Airport Authority, Carl was Project Director during a $100,000,000.00 expansion of the airport’s air and land side facilities, which included runways, taxiways, terminal and cargo areas, and utility expansion. Carl’s expertise extends beyond the planning of large civil projects (including the economic feasibility and financing capabilities involved in bond issuance and loan or grant requests to the design and construction management of the projects) to seeing the final fulfillment of the facilities intended use.

Horizon provides total project management that transforms the clients goals and objectives into a solid completed project. Horizon provides services to budget project expenditures, obtain available grant money, plan and schedule orderly improvements coordinate land acquisition, design sensible projects, and manage contracts, and monitor construction quality and follow- up on post-construction activities.The engineering staff at Horizon is committed to providing complete engineering solutions to an extensive field of clients in both the public and private sectors. Horizon is constantly expanding the range of services as new technologies are established. These services include the areas of planning, financial and advisory counseling, design of facilities, and construction supervision.
Horizon’s sophisticated computer system allows the gathering of field data directly into an electronic field book. This information is then fed directly to the computer system, utilizing computer-aided drafting to provide maps and plans quickly and accurately. The final plans are completed on the computer utilizing a variety of drafting and design software. Clear and well defined project plans are then plotted in final form. Each member of Horizon’s staff is familiar with field procedures and computer capabilities such that each staff member, as they become involved in the project, can act as a cross check to the work completed by each of the other professionals during the course of the design of the project, keeping the project on schedule and within budget.
